Election Backlash Forces OpenAI, Meta To Rethink Data Centers

The story

After midterm voters pushed back hard on data center expansion, OpenAI dropped NDAs on community projects while Meta warned political opposition could slow future AI buildouts.

Following a week in which Democrats swept the House, Senate, and key governorships partly on anti-data-center sentiment, OpenAI announced it is stepping back from NDAs tied to data center projects and making new commitments to affected communities. Meta separately warned that growing local opposition to massive infrastructure projects could make future AI expansion harder.

The dual moves mark the first time two of the largest AI infrastructure spenders have publicly acknowledged that political backlash, not just capital or chips, could throttle their build-out plans.

Why it matters

AI's growth story has been underwritten by an assumption that compute capacity would scale almost unconstrained; this week shows voters and local governments are now a real veto point. Leadership teams planning multi-year data center capex need to budget for community relations and policy risk the same way they budget for power and silicon.
